You only want to put just enough on it so that you can barely see it. In this case, less is more. If you put too much oil, you will know it because your bike won't run worth a crap (like it has a stopped up air filter) and it will smoke (from the excess oil being pulled through the filter and burned off through the system).

As for re-oiling and cleaning, it depends mostly on your riding conditions. The more dusty the area that you ride, the more frequently you will have to clean it. One other thing, oiled foam filters trap more particles than paper filters, therefore, they need to be cleaned more often. Just use your head and check the filter from time to time and you will get a feel for how often it needs to be cleaned and re-oiled.
